With a top G8 economy Canada has soaring child poverty rates with Vancouver BC going from one in ten to a dangerous one in five in a single decade.

You are petitioned to take immediate action on the rampant corruption by convenience between government and their private contractors. There is an abundance of proof that the collection agency know as FMEP creates a great many situation that in fact lessons the amount of payment, increasing the number of children in poverty.
The top G8 economy and ninety cents out of every dollar in child support paid in British Columbia and the child poverty rate can't be quantified unless it's gross incompetence or criminal activity. The following background shows a great deal of corruption and reason enough to take immediate action to bag the corruption and then investigate why Vancouver has an unquantifiable child poverty rate.

The three step process to a second hunger strike has reached step 2.
FMEP has continued its illegal collections and the RCMP have refused to investigate the activities of the Hope detachment, government corruption or the illegal activities of FMEP.
I will notify the AG of Canada, Peter MacKay of a now imminent hunger strike unless he is willing to uphold the law.

I had the pleasant experience of a brief RCMP visit concerning a hunger strike. It would seem someone is a little eager to suggest I needed a visit, or that it should be noted I'm patently waiting for you to decide to uphold the law or show the world how far up the ladder the corruption goes.
A non-response will be taken for what it is and don't bother the police, it's a hunger strike. There are several people that will be close to me and it will be well publicized.
Either way it'll be a win for the children of divorce and the 1 in 5 children in poverty.

Included in the losses incurred by the action of FMEP in killing my right to work with their illegal poison pen attack, serving only one purpose to allow ThorNton to rob my kids of their child support, it costs the government hundreds of thousands in taxes I would have paid, along with child support, gladly.

In order not to confuse my issues with the longer story of the children of divorce Ill relate the short version and why I became a children's rights advocate.

In the late 90's the AG of BC Dosenjh said "we must pay most attention to the children of divorce". In the following years the courts went on a record breaking wild rampage of sole custody and child support.

The government played with the crime stats until the crime rate was down to 1973 levels(big lie)

2005 started the changes needed to hide the real crime rate (see chart 4), they knew what was coming. While today's headline reads 'police reported crime the rate no longer involves crime, it counts convictions.

As we have yet to see the 1 in 7 child poverty rate generation of 2011 turn street age ignoring the 2013 1 in 5 is reckless to continue to cook the numbers.

By the time the kids were born I had been a logging contractor and rock superintendent for the top construction companies out west as well as a self educated mining engineer setting up and running the engineering office for a startup mining operation.

From the top of the rehire list to off the list thanks to the FMEP illegal poisen pen campaign of threatening and demanding letters informing my employers I had ignored my child support responsibilities when in fact I was battling cancer
On construction jobs there is only one superintendent unless there is rock. A rock super in charge of drilling and blasting is a very rare job even in rocky BC yet I was a requested rock super by the largest construction company in BC and specializes in rock.
Along with my approval to pay any missed payments from the house sale and the FMEP lien the courts had no choice but turn over the money to pay any missed child support payments due to cancer. Does it make sense that FMEP would intentionally end my career and the 35 years of sweat it took to get there when the sold rock Sea to Sky highway construction would have been my playground and tens of thousands in child support? Its a fact they treat everyone like dead beats even when they know most are dead broke, not a winning collection agency strategy but kill the goose, even that's overboard for FMEP. Personally I think ThorNton but them up to this extraordinary piece of evil so he could get away with robbing my children of the child support the courts were holding. If FMEP would answer why they allowed the lien on the property and the funds to slip away.
You only get those jobs when a 60 work week is the rest your body demands.
Well worth noting, I'm no deadbeat, I'm not now nor have I every been in arrears in child support. More importantly note this is personal background only, the purpose of the petition is to inform the federal minister of justice, peter MacKay that lawlessness between government and contractors hasn't ended with the city of Montreal. The hunger strike will follow should he fail to act in upholding the law.
Aug. 1995. After separating in August we drew up a separation agreement and turned it over to Peter Kennedy of Kennedy Jensen of Hope BC to formalize it. It is a list of what she wanted including all of my interest in a $1M/year BCAA towing company in lieu of child support.
On Dec 24 I was served with divorce papers. apparently as this agreement that gave her 2/3 of all the assets she had quit her job and gone on welfare to consult with a free lawyer. Mr. Kennedy said, "she'll never get that much in court".
Apparently Mr. ThorNton talked her into going to court even though it would only enrich himself. He even enticed her with funding from legal aid until settlement when he would then get his full rate and pay back legal aid legal aid. When my kids were getting beaten to the ground and running away to get away from it just for asking to see me he told the courts Id told them to run away or they would never see me again. I still don't know how he managed it because he scooped the child support to get paid. Unless he was working with FMEP or lied to FMEP who had a lien on the property to collect any payments I missed while I was out of the workforce with cancer I'm 1996 1997 1998. She later she admitted she received my share of the sale of the house to FMEP which was far more than the total missed payments that was held for child support but here I am, even after the BCAA company and further backup with the funds from the assets I'm still in arrears. Even so FMEP has a lien on the property they could have acted on but instead they covertly sent a threatening letter to everyone I ever worked for. Because of its threatening context making me look like a deadbeat no one would hire me after recuperation. They took away my right to work on false information and broke the law by not even notify me or ask about the alleged debt.
Note
The only notification I received from fmep was a notice of action which was illegal as they failed protocol. Had they contacted me it could have been avoided. When I received the action notification I asked ThorNton about the agreement to cover missed payments due to cancer. He said but we didn't think it would be so many. It took me awhile to understand what the difference between 1 missed payment or 10, or 20, there was enough to cover it. That was his slip of the tongue that put me on to his plan of getting a big paycheck, he was going to rob my kids, and held an ex parti for that purpose, and pulled it off.
I've asked FMEP why the lien they had didn't produce the child support but they lied about being confused as to the status of the property. FMEP holding the lien had to have approved of the sale and forgone the collection of child support for only one reason I can think of, ThorNton wouldn't get his full rate.
If it looks like FMEP ignored several laws including their own mandate to collect child support, and conspired with ThorNton to place child support in ThorNton's pocket how else, when the government says child support is for the children, 'not the lawyers'.

Family court, a million stories.
Everything went as planned, I guess, like millions of others I was designated as the child support paying non custodial parent. Like everyone else I paid the child support was denied access.
The kids at 5 and 8 were beaten to the ground to the point where they ran away from the abuse and returned by the police for more abuse. ThorNton lied to a judge saying I told the kids to run away or they would never see me again. Lawyers that put their personal financial interests first should suffer the beatings my kids took just for asking to see me.
Finally a section 15 custody and access report done by Vancouver Dr Elterman was finished that recommended split custody, Madame' justice Baker wouldn't allow it into evidence because it stated quite clearly there was no problem with the parents, the best interests of the child is split custody, 2 weeks each. It also contained a letter from Elterman stated there was no basis for the claim ThorNton made excusing the assaults on the kids. ThorNton wanted his full rate, anything less than sole custody would jeopardize that.
Had to be a payoff to get all that ignored.
In between I sold some of my equipment inspiring ThorNton to have a hearing on unjust enrichment. Obviously something he has a great deal of experience with. As it a common marriage and I owned it outright there was no problem with what I did other than file the paper work in the wrong order for which I got contempt of court. ThorNton set up a second hearing under a different judge to again pursue unjust enrichment, the second judge agreed with the first, no unjust enrichment.
Speaking of cells they are hard to avoid after I refused to accept the end of my fatherhood.
I was sitting in my car on the street during a court ordered visitation day waiting for my kids when 2 large police told me to leave, I wasn't get the kids today. They should have been enforcing the court order so I refused to leave. They arrested me on breach of the peace even though there was no breach orders or none even requested. The first hand written copy of her statement during questioning by police.
Question, has he ever hit you?
Answer, no he hasn't ever even threatened me.
As it turned out I now did have a peace bond and was denied contact with my children for 6 months, that included her. After 4 months she phoned me, I told her she had the wrong number and hung up, lol I'm sure she wanted to set up a meet so she could claim I broke the peace bond.
It all sounds like it was cooked up and later I hear that the married arresting office had previously attended a house warming party with my ex, the pot that did the cooking.
Shortly after 2 detectives showed up at my door trying to claim my equipment has something to do with illegal logging. After a quick inspection it was obvious I owned no logging equipment. Seemingly in shock after I asked them why they thought it was my equipment they quickly back peddled with "well we just stopped by to ask if you had heard anything. The road used is almost a mile away on the other side of RR tracks, nope, I didn't buy it. When they left they looked really PO when I put out their 'informant' is the same officer hooked up with my ex. Another cook up, trying to put me on the suspect list of a major crime. That would really blow any chance of staying a father to my kids. Sounds like the blow he got blew back, transferred to a stink job with no chance of promotion. The very little bit of justice I've seen to date.

I was diagnosed with cancer. After treatments and surgery I had a 50 50 chance of surviving. ThorNton decided to have a child support hearing laying claim to enough of my share of the assets to remedy any missed child support payments. To the best of my knowledge child support is forgone in the face of life threatening health issues. The judge said it was very unusual but I stated then and there it was no problem, "they're my kids your honour, I'll pay for them".
Even though I voluntarily took responsibility for child support FMEP decided I was in arrears.
As a private collection agency they are obligated to contact me before any action is taken. I still had the same phone and address so there was no excuse for sending everyone I ever worked for a threatening poison pen letter demanding 50% of my wages before taxes or harsh treatment would follow. They don't seem to understand what the law requires, had they contacted me I would have told them its covered and as soon as I recovered I would resume supervising large drill and blast sites. Lots of child support would flow. Not in their play book, they attacked and essentially took away my right to work in a lifelong career even though I was out of the workforce with cancer.
Lost my right to work and the 35 years of labour getting there, lost my health and then lost my kids, taken as devastating as a home invasion. ThorNton used my health to take away the kids through FMEP, illegal? He lied to the courts about the assaults, a police officer verified a facial hand print but threatened me with arrest if I interfered, illegal? The whole RCMP detachment involved in covering up a $250 thousand theft involving an officer, by threatening me into silence, while protecting the abuser,,, elevates it to a conspiracy.
Really sarge was a small and questionable smudge on the RCMP, or the career of one horny and one greedy officer worth putting the life's of my children at risk? Never mind the fact the criminals sailed away with a truck full of cash. Not to put any pressure but it would be a good idea to pass the petition around the detachments. The pressure to control increasing crime as crime rate drops has an ending. You need to be on the right side of it and that's the children of divorce side.
I'll never know how far the conspiracy goes up the chain of command but I'd gamble more than a few do,,, and know who is responsible.

Now that was an interesting year. While I was out of the workforce with cancer $250,000 went missing from the companies books. The company I signed over in lieu of child support. Oddly enough even the transfer of contracts out of the limited company to my business partners wife was not illegal either. It wasn't until my best friend called me an ahole for not sharing a single line with him. What I said. The $250 thou in coke you did in the last year and never offered me a single line. First off I was shocked he did coke and were did he get that idea anyway. I lived in Hope BC for over 30 years and there isn't a soul, junkie or not that will tell you I've ever been around any white powder. That was confirmed by my ex in a section 15. The rumor came from Hope SAR how have very close ties with the police. The rumor came from the police because they were hiding the fact a police officer, Nigel March an RCMP highway patrol officer was driving a company tow truck in his off hrs, when the theft occurred, when I was not even in the office or had access to the books. I suspect that's why the police did nothing about multiple assault complaints filed by my children. Keep their boot on my neck and know one will know an officer was involved in a major theft the detachment covered up.
The tie between the piece bond and the 2 detectives is strong enough to consider the same RCMP officer is the same one that circulated the unfounded ridiculous notion that I had somehow stole the $250 thou from a hospital bed. Although my drivers licence might not reflect a past strong sense of justice I was raised and enjoy being a fair honest person. Had I been the thieving drug abusing woman beater ThorNton had a great time exploiting I wouldn't have been so shocked at the level of corruption by convenience between government and government contractors.
When I turned 59 I was eligible not legally required to apply for a Canadian federal pension, CPP till I turned 60. At the time I was on a provincial government disability pension. When requested by the province I declined to apply till I was 60 as FMEP could claim 25% of federal income. A few months before I turned 60 i didn't receive a check. In the office I was told I wouldn't get a check until I signed up for CPP. I explained I wasn't required to apply till I was 60, to force me is unlawful. Non pulsed she said sign or leave without a check. I brought it up to the supervisor that it would come out of my food budget which at the time was $200/month.
I was also informed not to worry my income level is far below the required level FMEP needs to take any action. They did take action and continued even after I sent them years of income statements. It was then I asked them why when they have no legal authority to collect they continue to do so. They stated they have a court order, imagine having a court order that allows a private company to conduct business with no regardless for the law that protects the impoverished from the unscrupulous. My request for said court order was responded to,,, "we discussed these issues previously". we certainly did, they refused to supply the court order placing them above the law of the land.
When I went back to the BC government to speak again with a supervisor, the same one. I explained my income level makes no difference to FMEP. She brought up my file and said "Mr. Smith, it looks like it was your wish to apply', and was kind enough to print me a copy that had been entered by the person who forced me to sign. I asked the supervisor if I was willing why did I put "under duress" on ever line before I signed? I walked out with the file copy now with the duress documents.
Clearly a case where a government agency knowingly and willing ignored the law, knowing full well these unlawful actions would financially benefit a private government contractor, and then attempted to hide the fact by falsifying my file.
where there is no law and order there is no justice.

Summery

The situation leading to the first hunger strike.
After being on a disability pension as a total source of income for 10 years FMEP first decided took 25% of my CPP. I sent them a 10 year income history far below the level required to pay any child support as required. In return they sent me a repayment schedule form which under the circumstances seemed irrelevant as it was obvious my working days are long gone. When they continued to collect I requested why they had not ceased all action for at least due to my income level. I informed them they are still a private company bound by the rules regulations and laws all collection agency must follow. even though their principle client is the AG. They responded by saying they had a court order. Even though they certainly have no court order that allows them to conduct business without regard for the law they continued to collect the maximum legal amount of 25%.
The trigger.
Having to put up with being the victim of ongoing lawless FMEP decided to entertain themselves by blocking my right to a passport. They responded saying they have certain powers bestowed on them by the government including passport and DL seizers.
I responded that the act clearly states that they can only use that power to promote or insure payment. I was already making the full payment by law that I didn't have to pay, by law, and it was deducted before I saw a dime so I couldn't alter payment regardless. That started the first hunger strike which succeeded in FMEP returning my right to a passport but not resolving payment exemption due to poverty.
With a track record of tens of thousands of cases where FMEP choose punishment over collection taking precedence over law the second hunger strike is looming.
FMEP just sent me another threatening letter, its unclear exactly what they have in mind but I informed them that if they didn't cease and desist their illegal activity and stop all action against me they will trigger another hunger strike.

I know what happened and by now so should you. ThorNton knew I was going to miss some payments due to cancer and even though he knew the missed payments were covered by my promise of payment from the assets plus you had a lien on the property, I couldn't have gotten out of it regardless.
He reported the missed payments to you so ThorNton could open every custody and access hearing with "Mr. Smith is in arrears". Because child support requires a different hearing I couldn't respond.
He played you to insure his client would be paying his full rate and you jumped right in with a poison pen campaign insure Id never get hired even if I survived. Did he inspire that particular bit of nastiness, you might need to prove why you breached collection agency protocol if you trigger a hunger strike.
That does not excuse your breaches of protocol or the law in conjunction with ThorNton.
The petition is to Peter MacKay to attend to government corruption or incompetence concerning record child poverty.
The hunger strike is with you, you need to decide if you have enough support to face a hunger strike defending ThorNton by further defending your breaches or cease and desist.

I know what you're thinking, this guy should get a lawyer.
well lol it wasn't my representation that was the problem, it is the system. its not my problem I've been trying to solve over a span of 15 years. There was recently a single parent protest against the government snatching their child support. The outrageous 1 in 5 child poverty rate was never mentioned and it only received one day coverage on release. MSM is funded by political ads, their master gets the news it pay for.
I did it for the children of divorce, which is what the petition is about so please sign it, the hundreds of thousands of the children of divorce forced to grow up in poverty need us all.

The July 28 Jag response posted in comments completely ignored the documents dated and signed months before I was legally required, by calling it a complaint rather than looking at the evidence of a private contractor profiting from unlawful activity by a government agency.
I have no doubt where this is going and I have no doubt so do they.
This blog is already read in several countries with more to come.
The level of corruption in Canada has few layers left to peel off the onion.
